The Crisis for Dually Diagnosed Adolescents: Overcoming Barriers to Finding Community Placements

Even with the U. S. Supreme Courtıs decision in Olmstead, individuals with multiple diagnoses seem to be at increased risk of getting stuck in institutions. This problem is particularly prevalent for adolescents with dual diagnoses of mental illness and developmental disability. This workshop will examine case scenarios, and highlight how such individuals often become trapped between multiple service systems that refuse to provide them with community placements and/or supports necessary for community success. Discussion will focus on legal strategies to address this problem, including litigation. Discussion will focus on the Americans With Disabilities Act, Medicaid Law, and IDEA.
